ECS4120-28T - autonegotiation trouble

Hi, i need to solve problem with autonegotiation on sfp+ ports, problem is when I use sfp 1000 link on sfp+, switch after reload cannot save command ,,no negotiation". When I chcek startup.cfg, command is write on port but after reload command is missed and switch fail to build link up. I see the transceiver DDM data as signal TX/RX but link not going up until command no negotiation is set. This happend only with sfp, if Iam using 10GB sfp+ everything works fine. I try multiple sfp simplex/duplex, few different manufacturers, device on other side is ussually ECS3528Mv2 or 3510MA also try to use several fimrware versions on both sides.
